Is build update restricted to SAAS accounts? Whenever we tried updating the site it says this error “Update could not be performed, because file 'c:\deployment\sites\PR00003841\siteroot\bin\CommandLine.dll' is locked by another process.”

You are right; updating the site using the Apply Updates form is not available for SAAS customers,

see help article: Apply Updates. The article says:

The ability to update an instance by using the web interface is not available for SAAS customers of Acumatica Business Cloud. For details, contact your Acumatica support provider.

 

Please create a New SAAS Upgrade Request on the support portal to update the site..
