I have a Production Order MOVE transaction stuck in Balance status because the production order was completed on a different MOVE transaction. So the MOVE transaction in Balance status cannot be RELEASE nor DELETED.
Any ideas would be greatly appreciated.

@idjmarcog It looks like you are running into known issue with Move batch.
You can try allowing the over completion of production order temporarily and release the Move and copy and create negative move immediately to nullify the released Move transaction.
