1. Can Import By Scenario create Quick Checks and/or Bills?

2. If so, can Import By Scenario import a file/picture for each QC or Bill?

Yes, you can create Quick Checks and Bills from an import scenario. Here are the scenarios for you:

 

 

As far as importing an attachment to the import scenario, at the present time, functionality to import file attachments does not exist.
