Avalara locked document

Has anyone seen this ?  A invoice in Acumaitca is in the balanced status and can not be released because Avalar bounced back that the document is locked

Customer confirmed the same document with same creation date and ship to is in Avalara and locked.

When do documents get locked in Avalara ?

How does this happen? 

Can Avalara fix?

@dsimmerly transactions in Avalara get locked status when Avalara sends the tax record to the Government API (i.e. when the user reports the tax transaction). We have seen it occur with users when they manually commit the transaction in Avalara, without releasing the document in Acumatica.

Please create a case so our support team can investigate and provide suggestions or escalate as necessary.
