Approval Maps Option Missing

We are trying to setup Approval Maps, but the option is missing. I do not see it in the Access Rights menu either, so I do not think it is a permissions issue. Any ideas?

Approval Workflow was not enabled in Enable/Disable Features Screen CS100000
Enabled and it works.
