Action/Unlock period is greyed out on Master Financial Calendar

I can not find a User Security option to allow the Unlock Period option to show up on Master Financial Calendar.

No users including admin are able to unlock locked periods.

Any place I can look to see why?

On the Users (SM201010) form, include the user in the Financial Supervisor role.

Thank you Olga! I knew of that for posting to closed periods, but not for unlocking periods. Looks like that did it!
