How to mass update pending cost on stock items that are set to Standard Cost

Can you only manually set the pending costs on purchased stocked items that are using standard costs?

Isn’t there some utility that looks at PO history and calculates a new potential standard cost?

This does not seem to exist.  I opened an enhancement request.
