This type of issue can occur if the Project-Specific Inventory feature has been disabled.
Please navigate to Enable/Disable Features and check whether there is a warning message related to the Project-Specific Inventory feature. Typically, the system warns that disabling this feature may lead to unexpected results.
If the project is configured to track inventory by project, the feature should not be disabled while there is project-specific inventory on hand or while projects are still set up to track inventory by project.
Based on the behavior observed, the best course of action would be to create a support ticket, as this issue may require further investigation and potentially a script-based data fix to correct the affected records.

Although the overall On Hand quantity appears sufficient, the error indicates that the specific Lot/Serial number does not have enough available quantity for the adjustment.
Things to check:
Verify the Lot/Serial Status to ensure that lot/serial M651-KNR-08 has sufficient Available Qty, not just On Hand Qty.
Check whether the quantity is already allocated, on hold, or reserved by another document (SO, Shipment, Production, etc.).
Confirm that the Warehouse and Location on the adjustment match where that lot/serial is actually stored.
If the lot is partially committed, release or unallocate the related documents first, then try releasing the adjustment again.
The issue is usually related to the availability of the selected Lot/Serial, not the total inventory quantity.

This is a screenshot from a similar situation that I answered…
Your error message sounds like there’s an item allocated on a document somewhere. You can find that by going to Inventory Summary. If it shows “<UNASSIGNED>” under Location, that usually means there is a qty sitting on an unfinished transaction somewhere.
Double clicking on that line will direct you to a screen to show you what transactions are not completed.

One additional point to check (depending on the version used) is the Inventory Source and confirming if the Item is related to a Project.
On the adjustment, confirm if “Free Stock” or “Project Stock” is selected:
If using Projects and if the On Hand Items have a Project Cost Layer, with Inventory Source = “Free Stock”, Acumatica would show “0 Available”:
However, updating Inventory Source to "Project Stock” (and selecting the Project the stock is related too) would show the On Hand items:
