I am looking for an inquiry or report that can give me the project balances by account group at a specific period end date at an point in time. Does this exist and if not, is it easy to create?

it is very easy.
You can create an inquiry by joining PMRegister (you will need for the periods and dates) with PMTran (you will need for transactions details) and PMTran with PMAccountGroup (Group Desc)
