As Naveen pointed out, check if you can access the database with the credentials used on Acumatica configuration wizard using SQL management studio. Error indicates that Acumatica configuration wizard has not been able to access SQL database using the credentials you have supplied.
You may also try create an instance using SQL admin credentials, i.e., user Sa for testing.
