+17Also, I checked an instance and here are the stats, they are the same in the Test and Production. The transactions appear to be shared across both tenants.

Nice speaking with you again. I see and handle of lot of the ETV cases that come into Acumatica Support. I can confirm that all licensing transactions are counted across all tenants of a site.
If the tenants exist on the same URL that has a license applied, then it will count on the License Monitoring Console.
I do recommend performing testing for customers on an external instance in order to not cause the client’s to go over on their licensing counts due to testing in other test tenants.
Acumatica does offer the option to purchase dedicated sandboxes if SaaS client’s are interested in that as well.
