Trying to sort by grouping Customer Locations

I’m currently trying to set up a generic inquiry which lists me all shipments for which a confirmation or pick list haven’t been printed yet.

The hard part is that I want to keep all customer locations grouped together, while sorting by the weight of the shipment.

That means that the two shipments at the end of the inquiry are supposed to be right after the first shipment with the location description “100”.

In general all shipments of a location are supposed to stay “together”, but the location with the highest weight should be the top of the list. 

Is there any way to do this in a list like that? I attached my xml as a reference.

This worked so that the Locations are grouped together, but now the location with the highest weight isn’t displayed at the top anymore.
