Is there a possibility within report designer to let them know a Record Per page amount to process?
since at the time of running it takes longer than estimated and that it is harming the operation the amount of time that is taken to upload the data.

I think the short answer is ‘no’, but the long answer may (and probably should) be ‘yes’.
There is no way (that I know of) to limit processing to a certain record count. However, ideally, you would be limiting the number of records being processed in the report by putting conditions on the report.

You might be able to achieve it with creating multiple sections and specifying the Keeptogether setting as True/false based on your requirement
