Report Header displaying below the Page Header

The report header section is displaying below the page header.

Any ideas on how to correct this?

It looks fine in the report designer window.  But when I actually run it they are in the wrong order.

@ltussing03 I see that this post is quite old, but I wondered if the issue was still occurring or if you resolved it?

I am currently having this exact same issue and I cannot seem to figure out how to fix it. I made the mistake of deleting the report header when first creating my report, and now that I have added it back in, it is printing below the page header.
