Why would the = [Page Of] not calculate all the pages in report designer? Does the location matter?

I moved to the bottom and changed to Always, and it worked...thank you both!

In order for the [PageOf] global to calculate, I believe that the ProcessOrder on the section needs to be set to Always. This is the default for the pageFooter and you can change as needed on other sections of the report.
