Hi Team 

Is there a way to find, who has placed the site to understand maintenance? 

I was trying to find if we can create any GI using “Lockout Filter” to find the user, but no luck.

You can go to User Security, it won’t tell you what the specific user did, but it will show the screen “Apply Updates” where the Lock Out gets scheduled and which user accessed this screen:
