How can I create a Project Accounting Summary Invoice

Has anyone created a Summary Invoice for Projects. In contracts there is a drop down for Summary or Detailed Invoice. Anything similar in Projects

You will need to make the customised form and maybe use an attribute to decide if they must print summary or detail if its specific to the project.  Otherwise you can use a customer location perhaps if its customer related.  Its just a case of hiding the detail if this attribute is set to True.
