Check that your User has access rights to release in Fund Request screen. If you cannot see the Access Rights screens in User Security, please see your system administrator.

What are the options under Actions? 

I already fix this we created another item in employee fund set up because this was a revolving Fund. my problem now is the signatory is not showing
