Try this instead of the filter.

I have had strange errors using the filter feature.
With REST calls if the endpoint is expecting a key value, pass it as a /keyvalue? Use filters to limit a multiple record type response. (This is my theory so far.)
Sort ot like doing this.
SELECT WHERE CaseID = '000160' FROM Case;
