You would need to do a customisation to modify the Purchase Order workflow to add a new workflow status so a PO can be set to this Shipped Status.
Do you know how to do this?
A simpler option if you want to stay away from customisation is add a user defined field (attribute) to the PO and use that to signify it is shipped.
