Control inventory of common items used in multiple assembly locations?

We want to be able to track common inventory items that maybe used at multiple work stations in our assembly department.  Some of our production uses common BOMs because the same option is shared a crossed different units that are built on different assembly lines. 

 

An example is the same meter package is used on Unit X and Unit Y.  But is consumed on Line 1 station 2, and Line 3 station 2 respectively.  How can we track inventory at each different station without the need for separate BOMs?  Is there a way to set stocking quantities by location & part?

Unfortunately, a separate warehouse would have to be defined for each line which is an inconvenience.
