Bills and Adjustments - no editing or release function, how can i gain this access?

I am using the bills and adjustments tab and wanting to edit / release from here. What access do I need to request to gain this access?

        There is no add button to add new records

        Unable to reopen to edit an existing bill ie update payment amount etc

        Hi ​@qldadmin 

        You either need “Delete”, “Insert”, or “Edit” access rights to the Bills and Adjustments screen. Please see screenshot below.

          Your user role may not have access to AP actions like that.
