I see an example of how to import SLA terms in this post (original poster asks about Attributes but SLA terms is shown in the screenshots and presumed working).
Scenario was checked by experts Manikanta and Naveen and corrected scenario is posted for download from the above link.

I checked this out. It only works when I am only importing the attributes. But if I want to import complete data then it displays the same error.
