Vendor bill released before approved

This would depend on if there are approval maps defined for the Bill and Adjustment screen.

You can verify this on the Assignment and Approval Maps screen

If an Approval Map for Bills is activated on AP Preferences, then approval is required for at least some bills, before release:

If there is a map name where highlighted above, look at the map in Assignment & Approval Maps screen mentioned by Amaan, if you are interested in the criteria for which Bills need approval and who approves them.  This example for Purchase Orders requires approval only when the line amount is greater than $500:
