Sales Order Invoice Approval map working for some but not others

I am stuck. I setup a Sales Order Invoice approval map so that Certain People can do the approval, but they cannot do their own. When I test myself it works and catches on the NOT Norman with a reject.

 

When I test it with Lana, it catches on NOT Lana, BUT IT APPROVES! but NOT Lana is setup the exact same as mine.

I am at a loss

    ​@nwohlschlaeger94 FWIW I usually group common substeps into different steps, but that’s just a preference.  The Workgroup stands out to me.  I’m assuming you have 5 separate workgroups set up for this, since you have 5 different users?  Are you absolutely sure that the workgroups are configured with the correct excluded users?  Are any of those users in the company tree above this hierarchy of workgroups?
