Releasing Time Activity Error "EP Error: The Employee Labor Cost Rate has not been found"

I have a long list of Employee Time Activities that need to be released. I received the following error when I hit release.

 

The top suggestion was to make sure that the Labor Rates Date is set far enough back to cover the time punch for the Project. I tried changing the date multiple times including setting it back to the Acumatica default of 01/01/1900.

No change.

Any Suggestions?

The effective date was a great thing to check, but what you also will want to check is to make sure the Time Activity is using a Labor Item from the Labor Rates.
Look at the time activity and compare to the labor rate table, add the labor item to the rate table if it’s not there.
