Re-approve Projects from Suspended

Client would like to be able to have his projects go through an approval process if it has been moved from suspended to active.  We were not able to to find anything other than writing some code with a custom action.  Does anyone have any other ideas?

Client is currently on 2021R1 but testing for 2022R1 upgrade
