Expense reclassification can be disabled:

Can Disable Expense Reclassification in Enable/Disable Features

Expense reclassification is optional, not a requirement, and I think it’s confusing to new users to have Release and Pre-Release offered at the same time when Hold is removed. 

Used when proper expense account for bill is unknown

The feature allows a bill to be paid with temporary expense account, and then later changed/reclassed to a correct expense account.

Pre-Release also only works for manually keyed in AP bills, not AP bills linked to PO Receipts.
