After I generate recurring journal transaction, there may be an additional account line to be inserted. Is there anyway to move the line item instead of having the line item always appear at the bottom of the journal entry as it was added last?

Hello,
The Line Number field is controlling the order of transaction lines within a batch. You can temporarily change the sort of a batch by clicking on another field (click on the Header to change sort) such as Account Number.
The grid can be changed permanently via customization to sort in a different order.
