Is there a way to create an on demand statement for multiple customers?

I am going to send a statement to all customers on an EOM cycle at the end of Sep, but want to also send something before this date that is up to date.

Sending a statement for 31/08 would be too out of date

Aside from generating on demand one at a time for each customer, you may consider moving the group of customers to a different statement cycle, temporarily, in order to print something as of today. (Try with one customer in your test area, and make sure you achieve the desired result.)

There is a post here on how to do this via an import scenario.  You’d need to have a list of all the customer IDs that require the statements generated, but this might be a temporary workaround.
