Ability To Grant Users Access to Create and Save Journal Transactions, but Restrict "Hold" or "Release"

Hello - 

Is it possible to grant users the ability to create and save Journal Transactions, but not allow them to take it off of hold or release them? I am able to restrict the ability to create new transactions via the access rights by screen, but I have not been able to figure out how to allow the creation of them without release.

Hello,

Revoke rights to the Release Transactions screen in Finance module, as shown below for AP Admin role, and users in the AP Admin Role will not be able to release transactions.
