The error message when clicking on the clipboard and then “Save as Template” is: you have insufficient rights to access the object (AUTemplateController). The function works properly for users with the Administrator role.

What I did is to give access using screen “Access Rights by Screen - SM201020”, and on the Hidden Folder look for “Document Templates” and provide access to that screen to the users that you want to have access to create templates, that will fix the error you have.
