Is there a way to run a report for this on all service orders. Would like to be able to get a full list instead of having to narrow down to individuals.

On the report writer, you can uncheck the Required for SO Type and SO Num
I would suggest copying this report though and creating a new one with unchecking those boxes so you still have the original report.

when I unchecked both required options above, the report does not give any results.
is there another field in the Schema which has to be modified?
