Unable to setup wiki in Self-Service Portal

Hello,

I am in Build 21.113.0011

When I open Self-Service Portal with salesdemo dataset

There is no “open help dashboard” on the upper right corner

 

Although I do able to enter help dashboard via global search

 

Not sure what is missing, I tried to follow help instruction to configure welcome page

There is no such “Portal Site” wiki 

 

Any idea why this occurs?
