Is this a bug - 26 R1 Modern UI rich text 'open-link' button doesn't work

 Can anyone confirm this works for them in 26 R1?

I just tested this and encountered the same behavior.

I click on the link, but it does not do anything.

I checked known issues and though I did not find an exact match, there were some similar known issues.
