Is it possible to set Access Rights for the Header Notes in the Sales Order screen SO301000?
Client needs to set it to View Only for some Roles.

There is no user security that will make that view only. When I looked at customizing, you would have to turn it either on with True or off with False.
To make it read only, you would need a customization.
