PO exchange rate and PR exchange rate

 The PO exchange rate here is 1 USD = 59.75 PHP

 

When trying to receive it, the Currency exchange rate becomes 0.

 

I have tried to put an effective exchange rate, but to no avail.

 

Please help. Thanks
