As far as I’m aware, it is not possible through the standard features. It is possible to customise the system to limit the access of a user to certain locations though.

Yes it is not possible however you can explore some options with restiction groups by customer, warehouse access to meet up to some extent expectation.
System Management > Access Rights > Roles.
modify an existing one.
in the Access Rights tab, assign the user the appropriate rights for the inventory management functions (e.g., Inventory Transfer)
Under Warehouse Management, limit access to the specific warehouse or location they should be able to transfer to
if needed, use User Location settings in Inventory > Locations to specify which location the user can interact with
Go to System Management > Access Rights > Users.
Assign the created or modified role to the user(s)
This restricts the user to only transferring inventory to the designated location
