Can attributes be deleted? Can they be modified? I have made some errors in setting up attributes and wish to modify or delete the incorrect Attributes.

Yes you can delete the Attribute and can be modified the description and value ID.
Please follow below steps.
Data can be removed from Stock items or any other places.
Uncheck from item class
Try to delete or modify
