I looked through the web service endpoints and I can’t find any to get the Campaign ID when given a campaign name. Is there a way to get that through and endpoint?

Default endpoint doesn’t seem to have the Marketing Campaigns screen mapped. So you can extend the default endpoint and map the screen and fields to retrieve from the API. Below is the screenshot of the setup you can try,
