Is there a way to apply a specific certificate signature to a given report?
Ideally a fully PAdES compliant PKCS#11 cert on a user by user basis instead of a global one.

Not particularly sure if I completely understand your requirement, but Acumatica have a free to use PDF eSign integration but you will need licenses for the API usage.
