Is there a way to override the default behaviour of hiding the delivery confirmation depending on the Ship Via?

It seems that since upgrading to Acumatica 23R2 from 22R2 the delivery confirmation box visibility is tied to the Ship Via code used.  As far as I can tell if there is no external carrier associated the combo box gets hidden,  We have a few Ship Via codes that need a delivery confirmation related to Drop Shipping to customers that don’t have any external carrier plugin associated.  Is there a way to override the behavior and make sure this box is always shown?
