How to add new action/popup on top of the screen

Customer like to have another notes section similar to the current notes pop up on the screen. They need two separate notes sections on the screen to enter different information in each notes as per the business need. Both notes actions in one place will be more user friendly, so expecting it besides acumatica notes section.
