How to add "All Records" filter to Grid action bar

I know how to add the quick search using Ext Properties/FastFilterFields under Layout Properties but how do I add the “All Records” pull down with the filter icon?  (see screen shot)

I thought setting Ext Properties/AllowFilter and Ext Properties/AllowSearch to both be “True” would add that, however, it did not.  Under Layout Properties what do I have to set to add those?
