DLLs missing from "Add files" list

Why are some DLLs that are referenced by a DLL I’m creating not on the list when I attempt to add them to the customization?  Others are there.  System.ClientModel, for instance, doesn’t appear in the add files list, yet Markdig does.  How does Acumatica decide which DLLs are in the Add Files list?

​@PSchirf61 System.ClientModel is already in the list of default Acuamtica DLLs.

Acumatica filters out the DLLs that are a part of the base product.
