autocomplete does not work when custom attribute with less than 10 items in dropdown (type combo)

We have custom attributes created. if the attribute contains more than 10 times, the autocomplete works correct, just not for the attribute with 10 items or less after upgraded the system to 21R1. For example, we have language attribute with 3 valueitems,  E, F, S,  when type those letter into the box, item won’t be auto selected like before.
