Almost anything is possible, if you’re willing to spend hundreds (to thousands) of dollars doing customizations. I’m guessing that’s not what you’re asking.
Sales Quotes are closely integrated with Opportunity revisions, which is part of an Opportunity, which makes the Opportunity a required entity.
