Cold List email marketing integration

Does anyone know of an email service (already integrated with Acumatica would be nice) that allows cold lists to be used?  The members of the list have not opted in.  The user is aware that this practice is considered spamming by many.

They have investigated SendGrid, which does not allow cold list endeavors.
