Error when running Project Allocation - The @Rate is not defined for the XX Step of the XXXX allocation

Getting an error “The @Rate is not defined for the 10 step of the EQUIP Allocation rule. What could we be missing?

A colleague was able to help. 

Allocation Method and Rate Type have to be set at the task level, as Table Rate Lookup is defined as Task/Account Group/Inventory ID.
