Develop/change conditional waiver generated

There is only one option to generate conditional waivers on AP check printing, need to be able to select generate conditional lien waivers when the bill is entered, this makes most sense to clients that require a conditional and unconditional lien waiver. 

 

Please expedite this as it is a deficiency in this module.
